CONCEPT NOTE


INTRODUCTION:
Tanzania Farmers Empowerment (TAFE) is a Non-Governmental Organization initiated by university students from the department of development studies of the university of Dodoma   with efforts to inculcate development discipline into practice to eradicate poverty within the local and global cry through agricultural promotion as Tanzania’s best opportunity towards poverty eradication is through agricultural sector as the back bone of Tanzania’s economy contributing almost half of the nation’s GDP. TAFE is expected to work in all Regions of Tanzania mainland. The head office of TAFE is located in Nanyumbu -Mtwara Tanzania. Other branch offices shall be established in any other regions of Tanzania, as time and need may require.
The TAFE’s “vision is to be an excellent network of farmers for promoting sustainable agriculture”. The TAFE’s mission is“ to provide agricultural consultancy, entrepreneurship skills, and extension services to rural people through participatory research and social networking”.
The operation of TAFE as a non-government organization, responds to public and private partnership (PPP) in efforts to achieve development initiatives in Tanzania though agriculture which is the backbone of Tanzanians economy and the major engine towards rural development. TAFE’s objectives and achievements shall contribute to the maximum the achievement of Agriculture and Livestock policy of 1997, with the strategies and initiatives directing to rural development which are The Agricultural Sector development Strategy (ASDS), Agricultural Sector Development Program (ASDP) MKUKUTA and KILIMO KWANZA towards Tanzania Development Vision (TDV) 2025
Therefore TAFE shall work for rural transformation as the clients are farmers especially in rural areas both men and women as well as youth who are energetic but still not well utilized and prepared to become the more contributors to individual and national economic growth. As a non-governmental organization shall operate specifically with rural people die to agriculture being the major employer where 80% of rural people in Tanzania are employed by agricultural sector but are the ones still poor with inadequate access to basic life needs. TAFE shall change the lives of rural farmers, enlighten and strengthen better rural living standard to both males and females

TAFE’S OBJECTIVES
The principal objective is to develop the capacities of individual farmers and interested farmers groups to promote sustainable agriculture to their localities.


Specific objectives
  1. To strengthen capacity to farmers on appropriate agricultural and rural development activities through trainings, and extension services.
TAFE shall provide and enhance abilities of farmers for transformation in agricultural practices from local to modern which involves modern farming practices to ensure high yield depending to the nature of the area and climatic condition. Shall be through effective training and precise involvement of extension service providers to farmers

  1. To provide entrepreneurship skills and other livelihood alternatives so as to increase farmers income generating activities.8
TAFE shall ensure entrepreneurship skills to farmers and non-farmers to create alternative livelihood opportunities by using on-farm on off-farm products to increase benefits and reduce dependence on agriculture but using agricultural products to invest in other alternatives livelihoods for income generation

  1. To partner with government, local/international universities/research institutions and Civil Society Organizations (CSOs) dealing with developmental issues to support rural transformation.
As TAFE’s operation bases on improving living standard of farmers through agricultural transformation
shall cooperate with the government, other NGO’s and CBO’s supporting rural development in research and support services to have joint efforts to eradicate rural poverty in Tanzania through identifying the major obstacles hindering economic wellbeing and looking for appropriate measures with effective and efficient community participation in development initiatives and strategies for rural development

  1. To facilitate gender mainstreaming for realization of equity for all gender groups in, rural development and environmental conservation.
TAFE shall ensure precise  gender mainstreaming to ensure gender equity between male and female, that to achieve development locally and globally both female and males have to participate fairly(equity)  in development initiatives in planning and decision making as most o communities denied the role of women participation on planning and decision making on matters pertaining the community. Through TAFE, both female and male shall contribute to economic growth with less discrimination and exploitation. This shall build the society with equality in access, control, ownership and rights on resources and major means of production to both males and females. Gender issues shall be worked according to the nature of the society.
Environmental concerns shall be under TAFE, Agricultural operations have to involve the use of land, water and air with ecosystem respect. Therefore sustainable land management methodologies, in implementing the project components that is Agroforestry for Environmental and Climate change, with field officers and clients in the field, soil and water management techniques will be trained and implemented with farmers. Involve improved fallow, mulching, cover ropes, trash lines, and contour by A-frame, terracing, use of manure and compost and planting Agroforestry species of plant. These techniques will be implemented through seminars to farmers and daily project activities.

  1. To provide sexual reproductive health education to young people.
TAFE shall ensure effective and efficient capacity building to youth for transformation, and health safety as young people between with 15ages to 35 ages are the most with high rates of new HIV infections and other related sexual transmitted diseases(STD’s/STI’s). By building them strength to make strong positive based decisions for their community and self-betterment. To involve young people in agricultural production, self-employment and reduce dependence, through building youth generation which is inspired, directed and determined, being trusted by the community and with better health to involve effectively In community development activities.



 TAFE’S COVERAGE
The operation of TAFE shall start from Nanyumbu-Mtwara as the starting region by working with farmers and youth as stipulated in objectives then shall expand in other regions through which agriculture is the livelihood providers and with agricultural conducive environment but still farmer have inadequate use of such opportunity toward individual, household and national economic development.  As the best mechanism for rural transformation TAFE’s major initiatives shall be directed in rural areas and the office location in  rural areas to ensure close cooperation with farmers with farmers to eradicate rural poverty.
METHODOLOGY
Participatory method (Participatory Rural Appraisal (PRA) shall be the major instrument of trainings and application of sustainable land management techniques request effective community participation trough which accurate and precise information shall be obtained and used for effective projects operation to create acceptance of the project to the community.
ORGANIZATIONAL STRUCTURE 
The organization comprise of the chairperson, Secretary General and the Treasurer who are Tanzanian by Nationality. The Members’ General Meeting shall confer the powers of members unto them, or other relevant laws of the country and according to the time-to-time decisions by the General Meeting. The operation of the programme and project activities shall be done by the field officers who shall have   responsibilities to deliver the organizations objectives to the clients who are the farmers.

ACTIVITIES
The basic activities that shall be under operation of TAFE:
1.      Research.  This shall pioneer the identification of community problems that may be solved through improved agriculture and the needs of the community through which TAFE shall operate through.
2.      Organizational development. TAFE shall organize and develop farmers groups to ensure precise cooperation in productive and financial services in the communities working with TAFE.
3.      Capacity building. TAFE shall ensure seminar training to farmers, vulnerable groups and young people on HIV/AIDS, Transformation, life skills, entrepreneurship and better farming practices to embed the community with adequate skills on running towards improved living standard with high agricultural yields.
4.      Providing conducive regulations and environment to partner with the government and other NGO’s, CBO’s in the efforts towards development of the community.
5.      Mainstreaming gender. This shall deal with gender stereotypes the undermine equity and equality between male and female in the community toward economic development especially in production and in institutions from family level to national level.

SUPPORT
TAFE expects to have fund raising projects that shall support in running daily organizations activities. Also support from donors and other development partners

IMPACT
The expectation of TAFE as a Non Governmental Organization is to have excellent network of farmers promoting sustainable agriculture. The agriculture that shall be highly productive improving the living standard of rural people at the maximum without affecting the ability of future generation to benefit likewise through precise ecosystem protection. Thus improved individual per capita income and increasing rate of national economic growth to reach Tanzania Development Vision 2025.

CONCLUSION
Therefore we as organization our direction is towards achieving our objective through which the communities  cooperate with TAFE must benefit in rural poverty reduction.
